The balance is
computed, not kept.

Leave types with their own accrual and carry-forward rules, balances worked out from what was actually taken and accrued, and requests that route to the manager who should decide them.

The spreadsheet everyone argues with. A balance maintained by hand is a balance somebody disputes every March.

The rules

Leave types you define.

Your own typesCasual, sick, earned, comp-off, unpaid — whatever your policy actually has, rather than a fixed list you work around.
Accrual and carry-forwardDefined per type, so the balance grows and lapses the way the policy says rather than the way someone remembers.
Balance from the ledger of leaveComputed from grants and consumption, which is what makes it defensible when challenged.
The request

Raised, routed, decided.

Routed to the right personThe approver comes from the reporting line, so leave does not sit with whoever was copied in.
Team view for managersWhat their people have asked for and what is pending, without seeing the whole company.
Recorded decisionsApproved and rejected requests both stay on the record, with who decided and when.
Holidays

Calendars per office.

Per locationA company with offices in three states does not have one holiday list, and pretending otherwise breaks attendance and payroll.
Feeds the working day countSo a payslip prorated across a month with a public holiday in it counts the days correctly.

Leave nobody has to reconcile.

The balance is derived, so there is no second version of it to disagree with.
